Former president of the Spanish Football Federation (RFEF) Luis Rubiales has been banned from all football-related activities for 3 years by FIFA following the kiss controversy with player Jenni Hermoso.
Rubiales caused outrage after kissing Hermoso on the lips during the medal ceremony at the 2023 Women’s World Cup final in August. Hermoso made it clear the kiss was non-consensual and filed a complaint accusing Rubiales of sexual assault.
FIFA announced the lengthy ban on Monday, finding 46-year-old Rubiales in breach of Article 13 concerning offensive behavior and violations of fair play.
Rubiales has been notified of FIFA’s decision and plans to appeal. He continues to insist the kiss was mutually acceptable, despite Hermoso’s strong objections.
The former RFEF president resigned from his roles in September amid intense pressure from all corners. Most of Spain’s World Cup-winning squad took a stand by refusing to represent the national team until Rubiales was removed from the federation.
His crude behavior completely marred Spain’s historic 2-1 extra-time victory over England in the World Cup final in Sydney. Rubiales’ actions also overshadowed the team’s achievement and the women’s game in Spain.
In their statement, FIFA said: “We reiterate our absolute commitment to respecting all people and ensuring decent conduct is upheld.”
Rubiales could see his initial 3-year ban extended or reduced, depending on the outcome of his planned appeal and any further hearings.
The controversial former chief is still facing a criminal investigation in Spain for sexual abuse. Last month he was handed a restraining order preventing him from contacting Hermoso or going within 200m of her.
Now 46, Rubiales was voted in as RFEF president in 2018. He made global headlines for his role in attempting to launch the European Super League in 2021.
The case remains open to additional appeals. But FIFA has sent a strong message regarding abuse of power and inappropriate conduct in football.
